  5. One bonus point will be awarded for shutting out the opponent.
  6. Two penalty points will be deducted for each red card issued to any player on the team. (Penalty points are not the same as win/tie/loss points as described in Items 1-3 above. Penalty points apply in Item #3 under Tie-Breaking Criteria below.)
  7. One penalty point will be deducted for each yellow card issued to any player on the team. (Penalty points are not the same as win/tie/loss points as described in Items 1-3 above. Penalty points apply in Item #3 below under Tie-Breaking Criteria.

  9. A 0-0 tie will result in three points awarded to each team. No shutout points will be awarded in this case.
  10. Each Hillsborough Cup Winner will be awarded a trophy at the Crocker Ceremony.

Game Rules indicate that AYSO and FIFA rules apply. The Region 110 rule modifications are also in effect as follows:

  1. In Division U12 and U10, a player may play no more than two quarters as goalkeeper and must play at least one quarter on the field.
  2. In Division U14, a player can play goalkeeper all 4 quarters per match.
  3. Substitution: No player may play four quarters in a match unless all other players on the team play at least three quarters.

Tie Breaking Criteria:

There will be two formats for tournament play depending on the number of teams in each division. It will either be "flight" play (with a semi-final and/or a final round) or a round robin.

In the event of a tie between two teams at the end of a round robin, there will be a regulation length final game played on the last day of the tournament; with overtimes and shootouts if necessary as outlined in these rules. If there is one clear winner based on points, the final round will not be necessary.

In the event of a tie between three teams at the end of a round robin, the three teams each shall pick two numbers between 1 and 6 and the Commissioner shall cast one die (of a pair of dice). The team whose number comes up on the die is not in the play-off game.

In the event that teams are tied for first place in a flight, tie-breaking criteria are as follows for all divisions (listed in order of importance and execution):

  1. Results of head-to-head play. In other words, if two teams have the same number of points, but Team A won the head-to-head play during the Cup games against team B, Team A is the winner. If two or more teams are tied and there is not a clear winner under the head-to-head formula, then we move to item 2, below on the tie breaking criteria.
  2. Least amount of goals allowed during the cup. If this does not resolve the tie, move to #3 with respect to any teams which are not eliminated.
  3. Least amount of penalty points incurred during the cup. If this does not resolve the tie, move to #4 with respect to any teams which are not eliminated.
  4. Most goals scored during the cup, up to four goals per game. If this does not resolve the tie, move to #5 with respect to any teams which are not eliminated.
  5. Total sportsmanship points accumulated during the cup. This includes parent, coach, and player behavior on and off the field. If this does not resolve the tie, move to #6 with respect to any teams which are not eliminated.
  6. Shoot Out: Each team will take five penalty kicks, alternating at the same goal, with each kick taken by a different player. The only defender will be the goalkeeper. The team scoring the most goals will be the winner. If the teams are still tied, the remaining players will continue to alternate, taking kicks until one team scores and the other misses. A goalkeeper who is injured during the shoot out and is unable to continue as goalkeeper may be replaced by a substitute. With the exception of the foregoing case, only players who are on the field of play at the end of the match, which includes extra time where appropriate, are allowed to take kicks from the penalty mark. Each kick is taken by a different player and all eligible players must take a kick before any player can take a second kick. An eligible player may change places with the goalkeeper at any time during the shoot out.

Reporting requirements:

  1. It will be the responsibility of each winning coach to contact and give the score of the game- to his/her Division Director.
  2. It is the responsibility of each coach to know where he/she stands with regards to point accumulation and tie breaking possibilities. If any coach has any questions, please contact your Division Director.
  3. Referees must turn in the game cards in a timely fashion to the proper person(s).

Semi-Final Game Format

  1. In the case of ties, one five-minute overtime period will be played.
  2. If the game is still tied at the end of the overtime period, then a penalty kick shoot-out will determine the winner. Each team will take five penalty kicks, alternating at the same goal, with each kick taken by a different player. The only defender will be the goalkeeper. The team scoring the most goals will be the winner. If the teams are still tied, then the remaining players will continue to alternate, taking kicks until one team scores and the other misses. All players on a team must have kicked before a player takes a second kick. The goalkeeper may be changed after any kick.

Championship Game Format

  1. In the case of ties, one ten-minute overtime period will be played.
